With help of the installation disk, you can replace utilman.exe with cmd.exe. Then launch utilman.exe on the Windows 10 login screen so you are able to use command to create a Windows 10 admin account.
Step 1: Place your Windows 10 installation CD/DVD into your computer.
Step 2: Restart the computer to boot from the CD/DVD. You may need to change drives’ boot order in BIOS if the computer doesn’t boot from your installation CD/DVD.
Step 3: When the computer successfully boots from the installation CD/DVD, you will see the Windows 10 setup screen. Click “Next”.
Step 4: In next box, click “Repair your computer”.
Step 5: On “Choose an option” screen, select “Troubleshoot”.
Step 6: On “Advanced options” screen, select “Command Prompt”.
Step 7: In the Command Prompt window, use following commands to replace utilman.exe with cmd.exe.
1. Type “c:” and then press “Enter”. Note: If your Windows 10 was installed on D drive, please replace “c:” with “d:”. Or the utilman trick will not work.
2. Type “cd windows” and then press “Enter”.
3. Type “cd system32” and then press “Enter”.
4. Type “ren utilman.exe utilman_bak.exe” and then press “Enter”.
5. Type “copy cmd.exe utilman.exe” and then press “Enter”.
Step 8: You have successfully replace the utilman.exe with cmd.exe. Now type “wpeutil reboot” and then press “Enter”. The computer will restart automatically.
Step 9: When the Windows 10 login screen appears, click “Ease of access” or just press “Win+U” keys to launch the utilman.exe.
Step 10: Utilman window appears, type “net user” and then press “Enter”. All local user accounts of Windows 10 will be displayed.
Step 11: To create a new user account to Windows 10, type “net user /add Jack key=123456” and then press “Enter”. A new user account “Jack” with password “123456’ will be created.
Grant the user administrator permissions. If you want to turn the user account into an administrator account, type “net localgroup administrators Jack /add” and then press “Enter”.
Step 12: Close the utilman window and now you are able to log on Jack with the password “123456”.
Method 3: How to Create New User Account in Windows 10 If You Can Login as Administrator.
If you can login Windows 10 as administrator and you need to create a new admin account on your computer, please follow this step-by-step guide. It will show you how to add a new user to your Windows 10 computer by using Command Prompt. Keep in mind that you must have administrator privileges to do this, as standard user accounts cannot create new user accounts.
Note: You cannot use Command Prompt to create a Microsoft Account.
Step 1: In the search box, search for Command Prompt. Type in command prompt and then right-click “Command Prompt” and select run as administrator. It should be at the top of the Start window.
Step 2: Click Yes when prompted. Doing so opens the Command Prompt window.
Step 3: Type in the "net user" command and then press “Enter”, you will see all local user accounts of Windows 10 are displayed. You will need to use a different username when you want to create a new user account.
Step 4: To create a new user account to Windows 10, type “net user /add Jack key=123456” and then press “Enter”. A new user account “Jack” with password “123456’ will be created. Once you see the phrase "The command completed successfully" appear, your user has been added.
If you want to change the user account to an administrator, type “net localgroup administrators Jack /add” and then press “Enter”.
